Work Permit Application in Singapore

The Work Permit is Singapore’s most common work visa for semi-skilled and unskilled foreign workers. It covers a wide range of sectors including construction, manufacturing, marine, process, and services. Work Permits are subject to strict quotas, levies, and source-country restrictions that employers must navigate carefully.

Assembly Works helps employers manage Work Permit applications, renewals, and compliance — so you can build your workforce without the administrative burden.

What Is a Singapore Work Permit?

The Work Permit is issued by the Ministry of Manpower (MOM) to allow foreign workers from approved source countries to work in Singapore. It is the entry-level work visa — designed for workers in sectors that rely on foreign labour to fill roles that cannot be filled locally.

Key features:

  • Valid for up to 2 years (depending on passport validity and security bond period)
  • Tied to a specific employer and sector — the worker cannot change employers or job roles without a new application
  • Subject to a foreign worker quota (Dependency Ratio Ceiling)
  • Employer must pay a monthly foreign worker levy
  • Worker must meet medical examination requirements
  • Source-country restrictions apply depending on the sector

Work Permit Sectors and Source Countries

MOM restricts Work Permit employment to specific sectors, and each sector has its own list of approved source countries.

SectorApproved Source Countries
ConstructionAll approved source countries (Malaysia, China, India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines, and others)
ManufacturingAll approved source countries
Marine ShipyardAll approved source countries
ProcessAll approved source countries
ServicesMalaysia, China, India, Sri Lanka, Thailand, Philippines (more restricted list)

The services sector has a more limited pool of approved source countries compared to construction and manufacturing. Employers should verify source-country eligibility before recruiting.

Work Permit Quota and Levy

Work Permits are subject to a Dependency Ratio Ceiling (DRC) — the maximum proportion of foreign workers an employer can hire — and a monthly levy.

SectorDependency Ratio Ceiling (DRC)
Construction83.3%
Process83.3%
Marine Shipyard75%
Manufacturing60%
Services35%

Levy rates vary by sector and worker skill level (basic vs. higher-skilled R1 workers). Employers can reduce their levy by upgrading workers to higher-skilled (R1) status. Exact rates depend on your sector — contact Assembly Works for a calculation specific to your workforce.

Assembly Works can calculate your expected quota position and levy obligations before you proceed with an application.

Work Permit Eligibility

Worker requirements:

  • Aged 18 to 50 at the time of application (up to 60 for Malaysian workers)
  • From an approved source country for the relevant sector
  • Pass a medical examination
  • Not hold any other valid work pass in Singapore
  • Meet sector-specific requirements (e.g., construction workers may need Skills Evaluation Certificate)

Employer requirements:

  • Registered business in Singapore
  • Have available foreign worker quota
  • Provide acceptable accommodation for workers (MOM sets minimum standards)
  • Purchase a security bond for non-Malaysian workers (waived for Malaysian workers)
  • Pay the monthly foreign worker levy

Work Permit Application Process

Step 1: Quota and Levy Assessment — We check your company’s current foreign worker headcount against the sector quota and calculate the expected levy.

Step 2: Source-Country Verification — We confirm the worker’s nationality is approved for your sector.

Step 3: Document Preparation — We gather the worker’s passport, qualifications, and any sector-specific certifications (e.g., Skills Evaluation Certificate for construction). We prepare the employer’s supporting documents including business registration and workforce details.

Step 4: Submission to MOM — Assembly Works submits the Work Permit application via MOM’s Work Permit Online (WPOL) system.

Step 5: MOM Processing — Work Permit applications are typically processed within 1 to 3 weeks — faster than EP or S Pass applications.

Step 6: In-Principle Approval (IPA) — Upon approval, the IPA letter is issued. The worker uses this to enter Singapore. For non-Malaysian workers, a security bond must be arranged before arrival.

Step 7: Arrival and Pass Issuance — After arrival, the worker completes a medical examination (if not done overseas), and we complete the pass issuance process including fingerprinting and photo registration.
