The S Pass is a work visa for mid-skilled foreign workers in Singapore. It is designed for candidates in technical, clerical, or specialised roles who meet minimum salary and qualification requirements but do not qualify for an Employment Pass.

What Is a Singapore S Pass?

The S Pass is issued by the Ministry of Manpower (MOM) to allow mid-skilled foreign employees to work in Singapore. Unlike the Employment Pass, the S Pass is subject to a foreign worker quota and a monthly levy, making workforce planning an essential part of the application process.

An S Pass is typically valid for up to 2 years on first issuance and up to 3 years on renewal.

S Pass Salary Requirements

Candidates must earn a minimum fixed monthly salary to qualify for an S Pass. Like the EP, the qualifying salary is based on fixed monthly salary only — variable pay is excluded.

MOM expects the salary to reflect the candidate’s qualifications and years of experience. Applicants in their 40s or older will typically need to earn well above the minimum to qualify.

S Pass Quota and Levy

The S Pass sub-quota sits within the broader DRC, which caps total foreign workers at 35% for services and 60% for manufacturing. Assembly Works can assess your quota position before submission.

S Pass levy (monthly):

Since 1 September 2025, the S Pass levy has been harmonised to a flat rate of S$650/month across all sectors. There is no longer a tiered levy structure.

The levy is a mandatory monthly payment by the employer for each S Pass holder, payable from the pass issuance date to the cancellation or expiry date.

S Pass Eligibility Requirements

Candidate requirements:

  • Have a job offer from a Singapore-registered company
  • Earn at least the minimum qualifying salary (S$3,300, or S$3,800 for financial services)
  • Declaring qualifications is optional, but if declared, the qualification must be authentic and from an accredited institution
  • Have relevant work experience for the role

Employer requirements:

  • The company must be registered in Singapore
  • The company must have sufficient S Pass quota
  • Fair consideration for local candidates — employers with 10 or more employees must advertise the position on MyCareersFuture for at least 14 days before applying

S Pass Application Process — Step by Step

Step 1: Quota and Levy Assessment

We review your company’s current workforce composition and confirm that you have available S Pass quota. We also calculate the expected monthly levy.

Step 2: Job Advertising on MyCareersFuture (if required)

Employers with 10 or more employees must advertise the job for at least 14 consecutive days on MyCareersFuture.gov.sg before applying.

Step 3: Document Preparation

We collect all required documents — candidate’s qualifications, passport, employment contract, and company details — and verify everything meets MOM’s requirements.

Step 4: Submission to MOM

Assembly Works submits the S Pass application via MOM’s Work Permit Online (WPOL) system on behalf of the employer.

Step 5: MOM Processing

MOM typically processes S Pass applications within 3 to 8 weeks. Additional documents may be requested during this period.

Step 6: In-Principle Approval (IPA)

Upon approval, MOM issues an IPA letter. The candidate uses this to enter Singapore and must complete pass issuance formalities within the validity period.

Step 7: Pass Issuance

After arrival, we complete the issuance process — photo registration, fingerprinting, and collection of the S Pass card.
