First, Find Out Why It Was Rejected

Before deciding anything, read the rejection advisory. If you applied online, you can view it in the EP eService — it states the reasons for rejection and advice on what to do next. If you applied manually, the reasons are in the rejection letter.

The advisory is the single most important document in this process. An appeal that does not directly address what the advisory raised is very unlikely to succeed.

Common Reasons EP Applications Are Rejected

While MOM does not always give granular detail, most rejections trace back to one of these issues:

Should You Appeal, or Submit a New Application?

This is the key decision. MOM is explicit: there will be no change in the outcome unless there is new information in the appeal. So the question is whether you can genuinely strengthen the case.

Appeal if you can add new, material information — for example, a revised (higher) salary, qualification documents and verification proof you did not submit the first time, corrected information that resolves an inconsistency, or an improvement in your firm’s COMPASS standing.

Submit a new application instead if the underlying situation has changed substantially, or if the 3-month appeal window has already passed. Once that window closes, a fresh application is your only route.

Who Can Appeal

Only the employer or the authorised third party who submitted the application can make an enquiry or appeal. MOM will not entertain appeals or enquiries from the candidate or anyone else. In practice this means the company’s HR, or a licensed employment agent acting on the company’s behalf, must lodge the appeal.

How to Submit an Appeal

Appeals are made through the EP eService, within 3 months of the rejection. After submitting, you can log in to check the status and print the outcome letter. MOM does not discuss appeals in person due to volume; if it emails you requesting more documents, you submit them through the online form MOM provides.

The strength of your appeal lies in the supporting information. Spell out clearly what has changed since the original application and attach evidence — a revised employment contract reflecting a higher salary, verification of qualifications, or documents that resolve any flagged inconsistency.

How to Strengthen Your Appeal

The most effective levers depend on the rejection reason, but these are the common ones:

Raise the salary. If the issue was the qualifying salary or the COMPASS salary criterion, a higher offer is the most direct fix — both because it can clear the threshold and because it earns more COMPASS points.

Submit qualification proof. If you did not claim qualification points the first time, providing the candidate’s degree and the required verification proof can add 10 or 20 COMPASS points.

Fix inconsistencies. Where the rejection cited mismatches between the form and the verification documents, correct and reconcile them clearly — unexplained discrepancies read as authenticity concerns.

Improve the firm profile. Diversity and support-for-local-employment scores move slowly, but understanding where your firm stands helps you decide whether to appeal now or wait.
