Switching payroll providers in Singapore: plan the first pay run

When changing payroll providers, start with the first pay run the new provider will handle. Work backwards from that date to agree the records, input cut-off, review process and payment responsibilities. The handover is ready when the people responsible understand what they must supply and approve.
Define the transition boundary
Record the final payroll period handled by the outgoing provider and the first period handled by the incoming provider. Identify any corrections, unpaid adjustments or employee queries that cross that boundary.
For a mid-year change, agree which year-to-date records will be transferred and how they will be reconciled. Also clarify responsibility for relevant year-end outputs rather than assuming the new provider will recreate missing history automatically.
Build an input checklist
Keep a controlled record of the information needed for each employee. Depending on the engagement, this may include employment dates, agreed salary components, payment details, leave balances and approved changes. Transfer personal information through an agreed secure channel with access limited to the people who need it.

These are information categories, not rules for calculating every payment. Resolve the applicable treatment before the first run where the facts are unclear.
Write down who does what
Separate preparing payroll, reviewing payroll, authorising payment and making submissions. A provider preparing a file does not establish who has authority to release money. Agree each responsibility and its deadline in the engagement.
For employees covered by the Employment Act, MOM requires itemised payslips and sets out the information to include. Check the proposed output against MOM’s itemised payslip requirements, as well as your internal reporting needs.
Review the first output before approval
Compare employee counts, pay components and totals with the previous period. Investigate differences rather than expecting every total to remain unchanged. New hires, departures and approved adjustments may explain a movement; a missing input may explain another.
Consider a comparison run where useful and agree whether it is included in the scope. It should support review, not generate duplicate salary payments or duplicate submissions. Maintain a record of questions, corrections and final approval.
